Following are excerpts of activities reported by the Jefferson police department:
Thursday, June 30: An arrest warrant has been requested for Beverly Jean Moore, 62 of Churdan for theft- fifth degree (simple misdemeanor)* in connection with a shoplifting event at Hy-Vee on June 20.
Wednesday, June 29: At 9:30 am an officer met with a Department of Human Services caseworker at the LEC. A joint investigation was started into allegations of a sexual assault that was reported to have occurred in Jefferson involving juvenile parties.
Tuesday, June 28: At 9:27 am officers arrested Jasmine Tranae Fluker of Jefferson on an outstanding JPD arrest warrant for possession of methamphetamine (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. The warrants were issued from a search warrant execution at a residence in the 500 block of S. Walnut St on March 2. While searching Fluker for weapons during the arrest, the officer located a small baggy containing a substance that field tested positive for methamphetamine. The officer charged Fluker with possession of methamphetamine*. Fluker was booked into the jail for the outstanding arrest warrants and the new possession charge. At 8:57 pm an officer began an investigation at a residence in the 500 block of S. Walnut St. Witnesses reported seeing four individuals force entry into the front door of the unoccupied residence and remove property. The officer believes it was former occupants returning to gather property left behind after they had been evicted from the residence.
Monday, June 27: At 12:19 pm a resident in the 800 block of W. South St advised their vehicle had been entered overnight. Nothing was taken, but the door had been left slightly opened. At 2:30 pm a complainant reported possible identity theft against her bank account. ******* An officer has requested an arrest warrant be issued for Vincent Andrew Ratliff for theft- fourth degree (serious misdemeanor)*. The warrant stems from an investigation that began June 23 at a residence in the 700 block of N. Cedar St. A pair of sunglasses had been destroyed and a cell phone was stolen from the residence. Ratliff later admitted to officers he was responsible for the incident.
Sunday, June 26: At 6 3:15 am a JPD officer was requested by a deputy to respond to 1005 Main Street East in Grand Junction for a reported trespassing. The deputy was busy on another call in Churdan and could not respond to the Grand Junction call. The officer did not locate anyone in the area in Grand Junction. At 5:46 am Union Pacific railroad advised of a person possibly riding on a train that was approaching Jefferson. They stopped the train in Jefferson and officers located the subject riding on the back of a train car. Officers arrested Nicolas Ortiz Salas, 57, of Chicago for trespass – simple*. At 6:30 am officers were called to a residence in the 700 block of W. Madison St for a reported domestic situation occurring. The officer’s investigation led to the arrest of Heather Lindsey Ecklund, 26, of Jefferson for domestic abuse assault – simple*. ****** An arrest warrant has been issued for Charles Edward Henderson, 24, of Jefferson for possession of marijuana (serious misdemeanor)*. A baggy of suspected marijuana had been located in the parking lot at Hy-Vee on May 27. Testing confirmed the substance was marijuana. Video from the store led officers to Henderson, who had dropped the bag while exiting the business.
Saturday, June 25: At 11:45 am an officer was advised of possible narcotic activity occurring at a residence in the 100 block of E. Washington St. At 2:17 pm a mother reported her juvenile daughter had run away after an argument. Officers began searching for the juvenile, who returned home a short time later. At 8:21 pm an officer arrested Brittany Kay Smith on an outstanding Greene County arrest warrant. Smith had failed to serve a jail sentence in the given time allotment and the warrant had been issued. At 8:51 pm an officer arrested Joseph Ross Jabaay, 37 of Jefferson on two outstanding JPD arrest warrants. Jabaay had been charged with possession of methamphetamine-third or subsequent offense (class D felony) and possession of drug paraphernalia (simple misdemeanor)*. The charges stemmed from a search warrant being served at 504 South Walnut Street on March 2. At 9:17 pm an officer arrested Jennifer May Millard, 44, of Jefferson on two outstanding JPD arrest warrants. Warrants were issued for possession of marijuana-first offense (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)* after a consent search was performed at 102 E. Vest St March 5.
Friday, June 24: At 9:25 am a complainant advised of a vehicle traveling at a high rate of speed on S. Wilson near Russel St. High school staff had also advised of the same vehicle doing donuts in the gravel parking lot at the Greene County High School. The officer made contact with the driver of the vehicle. Stephen Arthur Molle of Jefferson was charged with reckless driving*. At 11:07 am P.A.W.S. volunteers requested assistance from officers in removing three kittens that had been abandoned at a residence in the 300 block of S. Pinet St. The owner of the property gave permission for officers to enter the residence and remove the kittens. The animals were taken to the animal holding facility by P.A.W.S. volunteers. At 5:42 pm a complainant requested officers at a residence in the 400 block of N. Olive St as she had been assaulted by her boyfriend. The officer investigated and an arrest warrant has been sought for Travis Austin Smith, 25, of Jefferson for domestic abuse assault impeding air flow (aggravated misdemeanor)*.
Thursday, June 23: At 9:18 am the Perry police department requested assistance in locating a male that was suicidal. At 9:24 am Wild Rose Casino staff advised the police department they had banned Latoya Watkins of Fort Dodge from their property. Staff at the casino advised Latoya was disorderly and disrupting business. At 3:02 pm employees at Casey’s General Store (N. Elm St) spoke with an officer about an 8-year-old male and an 11-year-old male that were left at the store by their mother, Latoya Watikins. Staff advised Latoya pumped gasoline in her vehicle but did not have any way of paying for the gas. Staff advised she left the two young males at the store and left with her 11-year-old daughter in her car. Staff advised she had been gone for just over an hour. An officer removed the two children and transported them to the Greene County Law Enforcement Center where the Department of Human Services were contacted. Officers began actively looking for Latoya’s vehicle. At 4:15 pm, roughly 2-1/2 hours after Watkins left her two sons at Casey’s, a Greene County deputy located her vehicle in the Hy-Vee parking lot. Officers entered Hy-Vee and located Watkins and her daughter. The daughter was taken into protective custody and she, along with her siblings, were released to DHS. Latoya Watkins, 35, of Fort Dodge was arrested on scene. She was charged with two counts of child endangerment (aggravated misdemeanor)*. She was transported to the Green County Law Enforcement Center and released to the Greene County jail. At 8:07 pm an officer responded to a two vehicle accident in the 400 block of S. Locust St. Melisse Schilling of Jefferson was backing out of a residential driveway in her 2003 Chevy Suburban and struck a vehicle legally parked in the street. Kyle Baker’s 2006 Altima sustained an estimated $600 in damages. Schilling’s Suburban did not sustain any damage. Schilling was cited for unsafe backing upon a highway. At 8:52 pm a complainant reported a theft from a residence in the mobile home park at 701 N. Cedar St. An officer is investigating the incident.
Wednesday, June 22: At 11:10 am a complainant reported violation of a no contact order in the 300 block of W. Reed St. An officer is investigating the claim. At 1:39 pm an anonymous caller advised of suspicious activity occurring at Kelso Park in the 700 block of S. Walnut St. Upon the officer’s arrival, there was no one in the area. At 7:56 pm a Fareway employee reported a theft from the store. An officer is investigating the incident.
Tuesday, June 21: At 11:24 am an investigator with the Cedar Rapids police department requested assistance from the JPD with obtaining a DNA sample from a Jefferson resident in connection with a “cold case” the Cedar Rapids PD is investigating. At 4:30 pm an assault was reported in the 100 block of E. Lincoln Way. An officer is investigating. At 9:56 pm a resident reported her pitbull attacker her other smaller dog and killed it at her residence in the 200 block of S. Chestnut St. Per the owner’s request and city ordinance, the pitbull was taken to the Jefferson Veterinary Clinic and euthanized.
Monday, June 20: At 7:52 am officers were advised of a female with blood on her face screaming in the front yard of a house in the 400 block of N. West St. Officers arrived and made contact with several subjects in the area. The officers’ investigation led to the arrests of George Joseph Glasgow, 44, of Hutchinson, KS, for domestic abuse assault- third or subsequent offense (class D felony)* and Freedom Hope Ore, 34, of Hutchinson for domestic abuse assault/display or use dangerous weapon*. At 2:04 pm an officer spoke to Sparky’s management about numerous bad checks the business has been attempting to collect on. At 4:08 pm Hy-Vee management reported the theft of merchandise. The store is providing video to the officer, who has begun an investigation into the matter. At 5:30 pm an officer investigated a two vehicle backing accident at Casey’s (N. Elm St). Terry Canavan was backing his 2008 Ford Mustang from a parking space at the store. Jared Dennhardt, who was parked beside Canavan, backed his 2011 Chevrolet Silverado pickup truck at the same time. Dennhardt began to turn while backing and struck Canavan’s vehicle. The driver’s rear door area of Canavan’s Mustang received an estimated $1,500 in damage. The rear passenger side corner of Dennhardt’s pickup truck received an estimated $1,000 in damage. The accident occurred on private property, so no citation was issued. At 6:36 pm a complainant advised of a neighbor who will not leash his two German shepherds in the mobile home park at 108 E. Central Ave. The officer spoke to several people in the area and learned the German shepherds never left the owner’s property. City ordinances only require an animal to be leashed while off of the owner’s property. *******A Jefferson juvenile male has been charged with assault-simple after the completion of an investigation that began June 16*. It had been reported to officers that the juvenile male had assaulted a juvenile female at the Jefferson municipal swimming pool.
Sunday, June 19: At 8:35 pm a complainant reported an unknown amount of change taken from her residence in the 800 block of W. State St.
Saturday, June 18: At 8:51 am a resident reported an abandoned bicycle in the 600 block of W. Harrison St.

Thursday, June 16: At 7:10 am an officer at the LEC took a complaint of assault. It was reported that a female juvenile had been assaulted at the Jefferson municipal pool on the previous day. The officer is investigating at this time. At 1:26 pm Nick Lytle requested officers at a residence in the 600 block of W. Adams St as he had just been assaulted by a male there. Officers arrived and learned of a verbal argument that led to Lytle’s motorcycle being damaged. The 2007 Suzuki GSX-R1000 received damages to the fuel tank, windshield, and handle bars grips when the subject had picked up a bicycle and repeatedly struck it. The officer is attempting to locate the male suspect to speak with him about the matter. The Suzuki had a reported $1,000 in damages. After taking the complaint, Nicholas Scott Lytle was arrested by officers for an outstanding Greene County mittimus arrest warrant. Lytle had failed to serve jail time he had received on an earlier possession of marijuana charge in 2015. The officer is investigating the criminal mischief to the motorcycle at this time.
Wednesday, June 15: At 12:38 pm an officer picked up a reported abandoned bicycle at the Greene County Christian Action Resource Center. The bike was placed in Impound. At 3:05 pm a complainant reported his vehicle had been struck in the 300 block of N. Elm St by another vehicle. The other driver continued on and did not stop. The complainant’s vehicle suffered very minor damage to a tire. At 4:55 pm an officer investigated a two vehicle property damage accident at Lincoln Way and Vine St. Debra Jean Ostrander of Jefferson was southbound and Vine and stopped as posted at the intersection at Lincoln Way. She proceeded into the intersection but then saw an oncoming vehicle and stopped. Her 2016 GMC Yukon was struck in the rear by Courtney Marie Hamilton of Jefferson, who was behind her driving a 2006 Ford Freestar minivan. Hamilton was cited for failure to stop in assured clear distance ahead. Both vehicles incurred an estimated $500 in damage. At 8:50 pm a complainant reported a vehicle had left the roadway at Lincoln Way and Lincoln Court. At 9:10 pm a complainant reported a suspicious vehicle parked at Shopko. The officer made contact with the driver, who had parked to use his cell phone.
Tuesday, June 14: At 7:56 am staff at Oly’s reported a Gas drive off. The officer knew the described vehicle and the male driver. The officer is attempting to contact the male. At 10:12 am an officer was requested for a domestic assault at a residence in the 300 block of N. Chestnut St. The officer’s investigation led to the arrest of Patrick Michael Kennedy, 31, of Jefferson for domestic abuse assault impeding blood/air flow (class D felony)*. At 1:38 pm an officer investigated a backing accident in the alley of the 200 block of W. Lincoln Way. Timothy Hegstrom of Jefferson made contact with a utility pole as he backed his 2016 Jeep Patriot from a parking space. There was no damage to the pole; damage to Hegstrom’s Jeep was less than $100. At 9:04 pm officers were advised of a verbal disturbance at a residence in the 500 block of W. Mahlon St. The officer arrived and made contact with tenants who were arguing outside the residence. The officer arrested Jefferey Michael Rockdaschel, 26, of Jefferson for disorderly conduct and possession of drug paraphernalia (simple misdemeanors)*.
Monday, June 13: At 12:31 am a male reported being harassed by a group of juveniles walking in the area of the 500 block of S. Chestnut St. The officer did not locate the group. At 6:07 am officers were contacted to help locate a juvenile male who had not returned from a walk on the bike trail. The juvenile was located. At 10:01 am officers were advised of a criminal mischief occurring to the Doreen Wilber statue located at Lincoln Way and Vine St. Bronze arrows on the statue had been broken and bent. Officers have received video surveillance from the event and are working to identify a group of juveniles responsible for the damage. Charges are pending the completion of the investigation. At 11 am officers investigated a backing accident that occurred in the drive-up lanes at Wells Fargo bank. A 2009 Dodge Ram 3500, owned by Christ Deano Constatine and operated by Mary Constatine, was parked at the drive-up window. A 2013 Buick Regal, owned and operated by Mallori Paige Phillips, was behind the Constatine vehicle. The Phillips vehicle tapped the rear of the Constatine vehicle, causing very minor damages. No citation was issued as it occurred on private property, outside of the roadway.
Sunday, June 12: At 3:10 am a complainant reported violation of a no contact order at a residence in the 600 block of S. Oak St. An officer is investigating the claim. At 10:21 am a complainant reported being harassed at the same address. At 11:22 am a Kum and Go employee reported a gas drive off. At 12:22 pm an officer assisted the Calhoun County sheriff’s office with attempting to locate a stolen vehicle out of Calhoun County. At 12:54 pm an officer assisted the Jefferson fire department with a utility pole fire in the 400 block of S. Olive St. At 8:08 pm an officer investigated an issue with the roadway on Highway 30 just east of Sparky’s. The Iowa DOT was notified.
Saturday, June 11: At 7:24 pm a complainant reported a vehicle striking a utility pole in front of a residence in the 1200 block of S. Elm St. At 10:31 pm officers assisted Greene County EMS with a medical call in the 100 block of N. Chestnut St. At 11:20 pm an officer assisted Greene County EMS with a medical call in the 300 block of N. Cedar St.

Thursday, June 9: At 10:56 pm officers were requested at the Wild Rose Casino for a male patron who would not leave the business when asked to do so. The subject had inappropriately touched a female dealer at the casino and had been asked to leave. The male had left before the arrival of officers. The Iowa DCI casino agents will investigate the incident. ******* An investigation that began on April 4 has been completed by the officer. The investigation dealt with three counterfeit $50 bills that had been passed at Sparky’s One Stop on Highway 30 in Jefferson. Jerimy Joseph Godwin, 38, of Bouton has been charged with forgery (Class D felony)*.
Wednesday, June 8: At 2:59 am an officer investigated a backing accident involving a Jefferson fire truck. A firefighter was backing the truck from a drive after responding to a structure fire in the 900 block of W. South St and backed into a mailbox. The truck received an estimated $500 in damages. The officer reported $150 in damages to the mailbox. At 9:03 am officers arrested Kimberley Ann Nelson, 38, of Jefferson and Paul Richard Nelson, 42, of Jefferson for violation of a no contact order*. Officers had been advised that the Nelsons were seen together at the courthouse and located the couple just outside of the building. Both were also charged with disorderly conduct*. At 11:48 am a complainant reported a stray dog running in the area of the 700 block of W. Lincoln Way. The animal was placed in the animal holding facility. At 12:56 pm officers responded to the 200 block of E. Madison St for a broken gas line. A private concrete contractor had struck and ruptured the gas line with excavating equipment. Officers evacuated residences in the area. Alliant Energy responded and sealed the broken line. At 4:11 pm staff at Kum & Go reported a possible shoplifting. The officer is investigating. At 5:04 pm a complainant reported a trespass that had occurred at a residence in the 300 block of N. Pinet St.
Wednesday, June 8: No time given – The Jefferson fire department, Greene County EMS, and Jefferson officers responded to a structure fire at 903 W. South St, which is owned by Kenneth Conroy. A woodworking shop was fully engulfed in flames as officials arrived. The shop and all contents were a total loss. The residence, near the burning shop, also received damage to the siding from the heat of the shop fire. No one was injured during the event. The fire is believed to have been caused by faulty electrical wiring at this time.
Tuesday, June 7: At 2:59 pm a complainant spoke to an officer about the possible theft of IRS funds. The officer is investigating. At 3:10 pm a complainant advised of being approached by a vicious dog while riding her bicycle in the 300 block of S. Maple the previous evening at 10 pm. The officer is trying to locate the reported animal. At 4:55 pm an officer investigated a property damage accident at Kum & Go. Jeremy King of Jefferson was approaching the building driving a 2000 Ford F150 pickup truck. King was unable to stop the vehicle and jumped the curb, striking an ice storage machine. The vehicle was not damaged, but the ice machine received damages. The officer has given King a determined period of time to produce insurance information for the vehicle, or he will be issued a citation for failure to prove security against liability – accident related. At 8:58 pm an officer investigated a one-vehicle property damage accident in the Hy-Vee parking lot. Andrew Clark of Waukee lost control of his 2012 Ford Feista. He jumped the curb and ended up on top of a large landscaping boulder. The vehicle received damage to its undercarriage. A tow truck had to be called to remove the vehicle from the boulder. The officer is still investigating and Clark may face charges in the matter. At 9:38 pm a complainant reported the theft of domesticated rabbits from a residence in the 500 block of W. State St. At 10:57 pm while on patrol an officer noticed a female walking in the street near N. Pinet and W. Clark St. The officer observed the female using a flashlight to illuminate the inside of vehicles as she passed them. The officer continued to follow the female subject walking in the area. He witnessed the female illuminate the interior of a vehicle and attempt to open the door to the vehicle. The officer made contact with the female and spoke to her. The officer’s investigation led to the arrest of Nicole Danielle Weese, 29, of Jefferson for possession of marijuana- first offense (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. The officer is anticipating charges of attempted burglary following completion of the investigation.
Monday, June 6: At 10:11 am a complainant reported the theft of a wallet from a vehicle parked on Hawthorne Lane. The wallet was later located and turned into the LEC. The officer is investigating. At 12:01 pm a complainant reported the theft of a purse from a vehicle in the 800 block of W. State St. The officer has a suspect and is investigating. At 3:11 pm a caller advised of small children selling lemonade near N. Elm and W. Adams St. The caller advised the small children were stepping into the roadway to flag down cars. The officer made contact with the children and parents and advised of the dangers associated with stepping into the busy street. At 4:06 pm an officer investigated a backing accident in the 500 block of S. Cedar St. Phil Sloan backed a 1993 Ford F350 owned by Sloan Plumbing from a private drive. When the vehicle reached the street, it struck a parked vehicle on the east side of the road. The 2016 Nissan Sentra was owned by SuAnn Camden of Menlo. The Sloan vehicle had very minor damages. The officer estimated repairs at $100. The Camden vehicle suffered a reported $500 in damages. Sloan was cited for unsafe backing upon a highway. At 5:29 pm a complainant reported a physical fight occurring in the parking lot at Hy-Vee. The officer arrived and most of the group had left the area. The officer is investigating at this time.
Sunday, June 5: At 4:12 pm staff at Oly’s Corner reported a gas drive.
Saturday, June 4: At 2:02 pm a complainant reported a male and a female physically fighting in at the intersection of N. Wilson and State St. Officers responded and subsequently arrested Brittany Smith and Patrick Kennedy for disorderly conduct*. Drug paraphernalia and methamphetamine was also located on Smith’s person. The item will be sent to the Iowa DCI laboratory and criminal charges will follow. The investigation is ongoing. At 3:36 pm an officer assisted a Greene county deputy at the intersection of Q Ave and County Road E-53 (235th St) with a reported carless driver with three young children in the vehicle. The Greene County sheriff’s office subsequently charged Barbara Sherman of Jamaica with OWI – third offense and three counts of child endangerment*. At 9:10 pm a complainant reported the theft of a handicap placard from a minivan in the 500 block of W. Lincoln Way.
Friday, June 3: At 7:14 am staff at Kum and Go reported a theft of gas. At 9:30 am staff at the Greene County Medical Center emergency room reported Kimberly and Richard Nelson had assaulted one of their employees. An officer is investigating the assault. At 10:40 am a complainant reported a stolen homemade trailer from the 300 block of S. Pinet St. An officer is investigating. At 12:14 pm as a result of a traffic stop at the intersection of Madison St and S. Wilson Zackary Waters was arrested on an outstanding Greene County arrest warrant for burglary – third degree*. At 1:07 pm a two vehicle personal injury accident was reported at the intersection of N. Vine and W. Washington Streets. Debra Rosenberger of Jefferson was northbound on Vine operating a 1998 Buick LeSabre. Rosenberger did not obey the stop sign at the intersection of Vine and Washington St. She struck the passenger side of a 2014 Chevy Equinox that was being driven by Amanda Burbank. Rosenberger was transported to the Greene County Medical Center for non-life threatening injuries. She was also issued a citation for failure to obey stop sign. The Buick Lesabre sustained $1,000 in damages as the Chevy Equinox sustained $2,500 in damages. At 2:06 pm an accident was reported at the same intersection. Gladys Bastow of Jefferson was stopped at the stop sign at the intersection of Vine and Washington St, traveling southbound in her 2003 Buick Century. She proceeded through the intersection, not yielding to Donald Ham, who was operating his 2014 Ford Escape traveling westbound on Washington St. Bastow struck the left rear tire of Ham’s vehicle. Bastow was issued a citation for failure to obey stop sign. The Ford Escape sustained $2,000 in damages and the Buick Century stained $500 in damages. At 7:29 pm as a result of a traffic stop in the 300 block of N. Wilson Edward Dugan, 37, of Des Moines was arrested for outstanding Guthrie County arrest warrants for probation violation*. The vehicle he operating was towed to the city of Jefferson impound lot. After officers inventoried the vehicle, they located methamphetamine. The substance will be sent to the Iowa DCI laboratory for testing and criminal charges will follow. At 8:28 pm a complainant reported a female that was intoxicated and being disorderly in the 200 block of S. Locust St. Officers arrived and spoke with the female, Haley Jensen, 32, of Jefferson. Haley was subsequently arrested and charged with disorderly conduct and harassment- third degree*.
Thursday, June 2: At 6:22 am an officer took a criminal mischief report at UnityPoint Clinic. A window in an entrance door had been damaged sometime overnight. At 11:07 am staff at Cobblestone Inn advised an officer of drug paraphernalia that was located by cleaning staff in a room. The officer seized the item for testing and is investigating the incident. At 12:32 pm staff at Hy-Vee advised of a female shoplifter who had just left the business. Officers caught up with the female in the 600 Block of N. Olive St. Officers arrested Janon Lezlie Olson, 45, of Jefferson on two outstanding JPD arrest warrants for theft- fifth degree*. The warrants were issued for two other events of theft from Hy-Vee. Officers discovered Olson had taken a bottle of alcohol from the store without paying for the item on this day as well. Charges are pending in this matter. At 1:27 pm staff at Cobblestone Inn advised an officer of drug paraphernalia that was located in a recently rented guest room. The officer seized the item for testing and is investigating the incident.
Wednesday, June 1: At 11:20 am a resident advised of locating a bag with hand tools inside in bushes in the 300 block of S. Wilson. The officer took custody of the items. At 5:02 pm staff at Kum & Go reported a gas drive off. ****** Juvenile charges have been sent to the juvenile court for Crawford James Petterson, 15, of Jefferson for assault – serious.*” The charge stems from a reported assault on May 7 at a residence in the 100 block of N. Olive St. ****** An arrest warrant has been issued for Janon Lezlie Olson, 45, of Jefferson for theft- fifth degree.* Olson is accused of stealing alcohol from Hy-Vee store on May 30. ****** Glenn Edward Summers, 33, of Glidden has been charged with burglary- third degree (class D felony) and attempted burglary (aggravated misdemeanor)*. The charges are from an investigation that began on May 4 when the business at 209 W. Head St was burglarized and the business at 701 N. Elm St was damaged but entry was not gained. Summers is suspected in two other burglaries in Jefferson and future charges are expected.
*All charges are merely an accusation. All defendants are presumed innocent until and unless proven guilty.
